It tells what happens to children who do not behave. http://en.wikipedia.org/wiki/Struwwelpeter The book scared the living hell out of me as a child.

Deeply scary stories about fanciful figures who cut off the fingers of little kids who suck their thumbs and the like. Gives you some idea how Victorian people got to be like that. Brrrr....
